#Washington approves funds for #subversion in #Cuba and border wall in #Mexico

The omnibus spending bill approved by the United States Congress last week, to fund the government until mid-2018, includes $20 million USD for subversion against Cuba and $600 million for border security with Mexico, which President Donald Trump plans to use to build a wall.

The amount of money allocated to promote regime change in Cuba, camouflaged under the euphemistic term “democracy programs,” contrasts with the massive cuts to the State Department and United States foreign aid to developing countries.

The funds for subversion were cut by Trump in the 2017 fiscal year, although the real amount dedicated to attacks on Cuba is much greater and comes from varied sources other than Congress.

The controversial Helms-Burton Act of 1996 established the obligation to grant money to these destabilizing programs against the island. Each administration since then has varied the exact figure, which ranges on average between 10 and 20 million dollars.

El presupuesto aprobado por el Congreso de los Estados Unidos la semana pasada, que permitirá el financiamiento del gobierno hasta mediados del 2018, incluye 20 millones de dólares para la subversión contra Cuba y 600 millones para la seguridad fronteriza con México, que el presidente Donald Trump planea utilizar para construir un muro.

El monto de dinero empleado para promover un supuesto cambio de régimen en Cuba, que se camufla con el eufemismo de «programas a favor de la democracia», contrasta con los recortes masivos aplicados al Departamento de Estado y la ayuda exterior que brinda Estados Unidos a países en desarrollo.

Los fondos para la subversión habían sido recortados por Trump en el año fiscal 2017, si bien la cifra real dedicada a las agresiones contra Cuba es mucho mayor y proviene de fuentes distintas a la del Congreso.

En este espacio he denunciado reiteradamente las acciones y planes intervencionistas de Estados Unidos contra los gobiernos revolucionarios y progresistas de nuestra América. He subrayado que esta conducta se ha tornado singularmente agresiva en el gobierno de Donald Trump, confirmado por el reciente periplo a la región de Rex Tillerson, secretario de Estado y ex CEO de Exxon.

He tratado de aportar al conocimiento sobre la criminal política de asfixia económica y cambio de régimen seguidas desde 1959 contra Cuba por todos los presidentes de Estados Unidos. Sin excluir a Obama, pues aunque flexibilizó en parte el cerco y dio el importante paso de restablecer relaciones diplomáticas, no hizo todo lo que estaba a su alcance por levantar el bloqueo. Además, recrudeció en extremo la persecución de las operaciones financieras cubanas en el mundo. Respecto de la administración Trump, he insistido en que la relación con La Habana ha experimentado un retroceso comparable a los peores tiempos. Hay un alza irracional de la hostilidad, la grosería y la injerencia gringos, recientemente reforzados por una desquiciada orden ejecutiva para crear en la isla una red paralela de Internet destinada a derrocar al sistema escogido por el pueblo cubano.

When altruism is more than just a word

Cuban neurosurgeon Norbery Jorge Rodríguez de La Paz is currently providing medical care to the population of the Mexican state of Oaxaca, severely affected by an earthquake in the Isthmus of Tehuantepec region September 7, leaving more than 300 dead. The Cuban doctor is working in the field hospital located in the Che-Nita sports center, as part of a brigade of the Henry Reeve International Contingent of Doctors Specializing in Disasters and Serious Epidemics, with experience working in twenty countries.The brigade is composed of 40 doctors, nurses, technicians and service personnel, including cooks and maintenance workers for the hospital’s power plant, all living in tents.

The medical personnel provide consultations from eight in the morning until there are no more patients waiting to be seen. They also receive emergency cases 24 hours a day.Dr. Rodríguez previously traveled to help earthquake victims in Nepal, in May 2015. Working there for three months, he noted that the task was particularly difficult given the language barrier.

“There we operated both on those wounded due to the disaster, and others who had not been treated due to a lack of professionals dedicated to this specialty in the country. Dr. Orestes López and I operated on more than 30 patients with spinal and cranial disorders,” he explained in an exclusive interview with Granma International.Rodríguez, who works at the Institute of Neurology and Neurosurgery in Havana, noted: “In the case of Mexico, we have already diagnosed five pituitary tumors, malignant lesions of the head, and other traumatic lesions of the spine. We have coordinated with nearby hospitals to operate on these patients and treat their conditions.”

The House of Representatives of the Federal District passed a statement rejecting the US blockade against Cuba and urged the Senate and the Mexican government to act accordingly.

At its 7th session, the plenary of the Mexico City Parliament asked the Senate to instruct the Mexican diplomatic representation at the UN to exercise its vote against Washington’s policy of siege against the Caribbean island.

The decision of the legislative body comes two weeks before the United Nations General Assembly votes on a Cuban resolution calling for an end to the economic, financial and trade blockade that the United States submits to the people of Cuba for more than half a century.
